Internal audit and PMO sit inside the organisation's first / second-line structure and report through the same chain as delivery. Independent assurance reports to the SRO or board, gives a structurally separate opinion on delivery confidence and is brought in precisely because it carries no internal political weight.
What does an independent gate review actually cover?+

Will the programme team see the report before the board?+
Yes. Intology always shares findings with the SRO and programme leadership before they go to board - to test factual accuracy and to give the team a fair chance to respond. Independence is about the opinion, not about surprises.
